Non-Residential Electrical, Mechanical, and Plumbing

You as a tenant/property owner are not allowed to let your grass/weeds/vegetation to exceed 8 inches in length within 100 feet of the structures on your property. This does not include ornamental plants or gardens.

This does include property at intersections where the vegetation would impede clear sight distance of at least 25 feet.

Definitions:

Abandoned Motor Vehicle: A vehicle that is one that is left on a public road in violation of the parking ordinance; or left on public road or public land in excess of 7 days; or left on private property without consent of the owner, occupant or lessee for a period of longer than 24 hours.

Junk Motor Vehicle: A partially dismantled or wrecked vehicle; or unregistered/inspected vehicle; or a vehicle that cannot be self-propelled or moved in the manner which it was originally intended to move; or the condition of the vehicle (ie…flat tires, missing wheels, condition of the exterior) to indicate that it is a junk vehicle.

You are allowed to have one junk motor vehicle on your property as long as it is covered with a fitted cover specifically designed for the vehicle or in a fenced enclosure or permanent vegetation as to completely conceal it from public view.

Ordinance to prevent contractors and private citizens dumping of materials in public road right of ways, including the paved cartway, or when citizens and/or contractors use equipment, including skid steer loaders and cleat-tracked vehicles, which cause damage to the road surface.

Any vehicle transporting or carrying soil, sand, stone, dirt, debris, litter or other substance of any kind, including liquids and chemicals, over streets, alleys and thoroughfares shall be so operated as to prevent said materials from being scattered, spilled, dropped or blown from the vehicle or from the wheels, tires, or the undercarriage. 

  1. *No burning Sunday, Monday or Holidays.
  2. Normal household refuse (paper, cardboard, sticks) created by residences of two families or less may be burned Tuesday through Saturday 10:00am to 8:00pm
  3. Leaves may be burned Wednesdays and Saturdays only, sunrise to sunset.  (Harborcreek Township encourages residents to recycle or compost leaves.)
  4. Residences including more then two families, businesses, and all non-residential use properties may not burn without proper permits.
  5. All fires must be attended to at all times until extinguished
  6. Open fires must be a minimum of 50 feet from the nearest structure.
  7. Fires in an approved container, such as a metal burn barrel, must be a minimum of 15 feet from the nearest structure.
  8. Fires may not be kindled on the property of others (including road ditches) without the permission of the property owner.
  9. Demolition materials, construction materials, trash or garbage may not be burned.
  10. *Recreational or cooking fires are not subject to day or time restrictions. (Recreation or cooking fires may not contain waste products.)
  11. *Agricultural fires for established and recognized farming operations are exempted from the regulations.
  12. *Specific burning is permitted for disease control and elimination of nuisances with prior approval of authorized state and local agencies.
  13. Grubbing operations are regulated by approval of the Pennsylvania Department of Environment Protection.
  14. Official burning bans may prohibit all burning activities.

You as an animal owner are responsible for your animal’s behavior. This ordinance does not just apply to dogs.

You are not permitted to allow your animals to run free on properties other than your own.

You are not allowed to let your animals make loud or harsh noise or disturbance that deprives the peace, quiet, rest or sleep of any other people within the Township.

You are not to permit your animals to defile, befoul, corrupt or otherwise desecrate any sidewalk, street or property of another.

Harborcreek has an ordinance prohibiting the discharge of rifles, handguns, and other weapons in certain areas of the township. There are two regulated weapon discharge areas as indicated on the map. This ordinance does not regulate hunting rules and regulations.

It is unlawful to park, or allow to be parked, any motor vehicle or other vehicle, or trailer on any street or adjacent road right of way within the Township from October 15 to April 15 of each year. See our governing this restriction.

It shall be the duty of the property owner, not later than 24 hours after snow has ceased to fall, to clear a pathway in the sidewalk upon which such property abuts.

Snow or ice removed from sidewalk areas, all drives and roads shall be placed on the person’s property.

Fire hydrants shall not be covered or access blocked in any way .
